As a Principal at Luminate, Dinita focuses on the organisation’s portfolio in Southeast Asia. Dinita brings experience in policy, privacy, and data protection in regional and international contexts to her role. In her previous role as project manager for the Web Foundation’s Open Data Lab Jakarta, Dinita researched open data implementation and data protection in Indonesia. In addition to this, she helped managing the Foundation's women's rights online programme. Prior to this, Dinita was part of the Centre for Innovation Policy and Governance (CIPG). Here she was responsible for its management and led various research projects, including on the media industry landscape, smart cities, and data protection. She has also assisted various Indonesian ministries in their development of policies for emerging technologies and was part of the team that created a roadmap for the implementation of personal data protection regulation.

Shalini is associated with a number of community activities working as part of the Janastu and Servelots core team. She handles team issues, organisational reporting needs, and the systems and server admin tasks, and maintains and manages free software repositories and web software systems such as Wikis and WordPress on dedicated Linux Docker servers. She has developed course ware and training material for design students on "Physical Computing", a course on making interactive and utilitarian devices. She has helped coordinate a number of open source events. She has worked with low-literacy issues and groups who engage with policies and help facilitate simplification of laws for differently literate groups in addition to deploying Wi-Fi mesh in a village as part of an OTF project. She has developed the BaaApp Android app that simplifies track-based content contribution by shepherds and has led the Follow the Sheep project.

Dr. Sarbani Banerjee Belur holds a PhD in Demography from the University of Groningen, The Netherlands. She has a MA in Sociology from the University of Hyderabad. Currently she is a senior research scientist in the Gram Marg Rural Broadband initiative at the Department of Electrical Engineering, Indian Institute of Technology (IIT) Bombay, Mumbai, India. Prior to this, she was a visiting research fellow at Indira Gandhi Institute for Development Research (IGIDR), Mumbai and Future Ideas, Mumbai. She has also taught courses in sociology and development as a guest lecturer at IIT Bombay and Tata Institute of Social Sciences, Mumbai. She has published in international conferences, contributed book chapters and has authored a book in the areas of demography and social issues. Her current work involves increasing digital outreach to remote and rural areas of India, women and their usage of connectivity, development of sustainable business models supporting the Public-Private-Panchayat Partnership (4-P) model, seeding the growth of community networks, developing community technologies, meaningful usage and utilisation of connectivity, and impact assessment studies of connectivity in the lives of people. The impact studies that she focuses on are based on gender, social and economic impacts of connectivity.

Ressa Ria Lestari (a.k.a Icha) was born in Bandung on 1st of January 1991. She graduated from the Departemen of Anthropology, Padjajaran University in 2015. She has expertise in social and market research, as well as community development and environmental issues, with great interest in health, livelihood and gender issues. In the past two years, Icha has gained experience in the area of policy recommendations, consumer tastes, including public advocacy on gender-based violence and community empowerment. Having participated in some activities in Common Room, she initiated a community space called “Samahita” for gender-based violence in 2015. She is also a peer conselor for gender-based violence victims in Bandung, Indonesia

Karlina Octaviany is a digital anthropologist and digital communication strategist with experience in the areas of journalism, digital media, knowledge management, and community-driven development. Currently, she works as an Adviser for Digital Access Programme in Indonesia, a UK Government partnership in 5 countries to support inclusive, affordable, and safe digital access for marginalized communities. With a master’s degree in Digital Anthropology from University College London and winning Chevening Alumni Programme Fund, Karlina Octaviany founded Indonesia Voice of Women (Invow) which empowers women on digital literacy through training low-income women.

For her many contributions in the region, she has been appointed as the United Nations Youth Advisory Panel; FRIDA Young Feminist Fund Advisor; Women’s Fund Asia advisor and ARROW board member.

Vitit Muntarbhorn is a Professor Emeritus at the Faculty of Law, Chulalongkorn University, Bangkok. He is a graduate of Oxford University (M.A.,B.C.L. (Oxon.)) and Universite Libre de Bruxelles (Licence Speciale en Droit Europeen (Brux.)). He is also a Barrister at Law (the Middle Temple, London). He has helped the UN in a variety of positions, including as : member of UN Secretary General’s Civil Society Advisory Board on Prevention of Sexual Exploitation and Sexual Abuse; member of Committee of Experts on the Application of Conventions and Recommendations, ILO; independent expert on UNESCO Advisory Board for Global Education Monitoring, representing the Asia-Pacific Region; member of Advisory Board, UN Human Security Fund; member of Advisory Board, UN Voluntary Fund for Technical Cooperation on Human Rights. On human rights issues, he has held a number of UN posts, in particular the following: UN Special Rapporteur on the Sale of Children, Child Prostitution and Child Pornography; UN Special Rapporteur on the Situation of Human Rights in the Democratic People’s Republic of Korea; UN Independent Expert on Protection against Violence and Discrimination based on Sexual Orientation and Gender Identity. He was the Chairperson of the UN appointed Commission of Inquiry on the Ivory Coast (2011) and a member of the UN appointed Commission of Inquiry on the Syrian Arab Republic. In 2021 he was appointed by the UN Human Rights Council as UN Special Rapporteur on the situation of human rights in Cambodia.

Her current works involve the drafting and developing of national cyber security policy, studying on applicability of international law in cyberspace and cybercrimes as well as implementing the awareness programme and initiatives on cyber security at national level.

Prior to ICANN, Champika held managerial, specialist, and liaison roles at APNIC – the Regional Internet Registry (RIR) for the Asia Pacific. He started his career with IBM Corporation as a technical specialist, and has worked in the IT industry, academia, research, and training environments. Champika holds a postgraduate degree in Computer Science & Engineering, as well as Professional Education qualifications in Cybersecurity. He also serves in various technical community groups and committees.

His research has focused on developing computing solutions for Asian languages, including research in linguistics, localization, speech processing, and computational linguistics. Glenn Maail is a senior digital technology for development specialist with 17+ years of proven experience in leadership, partnership building, and policy advocacy in Indonesia and the Asia-Pacific region. His main expertise is research and innovation in the digital technology for the development sector, including topics such as mobile connectivity, digital rights, data for social goods and its derivatives such as open data, data governance and data privacy. He is currently the country manager (Indonesia) at Positium and fellow at Open Data Lab Jakarta. Previously, he led open data and digital inclusion programs at the World Wide Web Foundation/Alliance for Affordable Internet (A4AI) in the South-East Asia region. Glenn also has an extensive engineering background in the telecommunication industry, working in various senior technical roles at multinational companies such as Ericsson and Motorola. He holds PhD in Information Systems from the University of Melbourne, Australia.

Photchanan received her degrees in Computer Science and has experience in various fields in Information Technology.

Nhung Phan is the National Coordinator of SWITCH SEA for Viet Nam. Before joining the project, Nhung used to work for Vietnam Internet Network Information Center (VNNIC) as an IP Hostmaster and a policy maker on internet resources for 17 years. Leaving VNNIC in early 2018, she moved to work for Korea National IT Promotion Agency (NIPA), Hanoi office as a senior researcher on local ICT market and startup ecosystem. In 2019, Nhung moved to work for Vietnam Internet Association (VIA) as an Event and Project Manager. Nhung got Telecommunication Engineering Certificate from Hanoi University of Science and Technology and the Master of Public Administration from Viet Nam National Academy of Public Administration.

Ngo Hai Ly is a PhD student in geography and planning in the university of natural sciences of Hanoi and university of Jean Jaures, in France. Parallel she works as data analyst for Open Development Vietnam, an Open Development Initiatives in the Mekong region of Est West Management Institute. Now she is interested in researches on the land issues (land use and land cover) as well as the prominent issues in the Mekong region. Her focus aims to the data on which we can monitor, assess or estimate with this we can indicate strengthen or weakness in policy or the implementation process of policy. Ly joined the SWITCH SEA project as one of the most active participants.

Roxana Radu is an Internet governance and digital policy expert. She is a Research Associate at the Global Governance Centre, Graduate Institute in Geneva and a non-residential fellow at the Centre for Media, Data and Society, Central European University. From 2018 to 2020, she was a Postdoctoral Researcher at the University of Oxford’s Centre for Socio-Legal Studies, working on Internet regulation, algorithms and knowledge production in the public sphere. In 2017, she was awarded the Swiss Network for International Studies Award for her PhD thesis (summa cum laude), obtained at the Graduate Institute. Roxana is the author of the monograph Negotiating Internet Governance (Oxford University Press, 2019). Her interdisciplinary research and publications focus on international governance and Internet policy-making, covering a wide range of topics from the politics of technical standards to artificial intelligence. Since 2020, she is the Program Chair of the Global Internet Governance Academic Network (GigaNet).

Shita Laksmi has around 20 years of experience of work. She is an Executive Director of Tifa Foundation. She is also a certified data protection officer from European Center on Privacy and Cybersecurity, Maastricht University. Shita holds two master’s degree, first in journalism from Ateneo de Manila University, Philippines and second is a master in contemporary diplomacy, specifically internet governance at University of Malta. In 2017 – 2019, she was a Project Manager for Asia at DiploFoundation and an expert team member with the ICT Applications Directorate General under the Indonesian Ministry of Information and Communication Technologies. At the end of her tenure at Hivos Southeast Asia (2006 - 2017), she managed a regional programme on technology and transparency in six countries within Southeast Asia. From 2014 – 2016, Shita served as a member of the Multistakeholder Advisory Group (MAG) at the United Nations (UN) to advise the Secretary General on the Internet Governance Forum (IGF) meetings.

Amrita Choudhury is the Director of CCAOI an organization representing the interests of internet users and non-users in India. She is an active participant in tech policy discussions, both at domestic and international platforms, involved in capacity building, outreach and research in Internet Governance. Pirongrong Ramasoota (Ph.D. – Simon Fraser University) is Professor of Communication at the Faculty of Communication Arts, Chulalongkorn University in Bangkok, Thailand. She researches and teaches in media policy and regulation and social implications of information and communication technologies (ICTs) with a special focus on Thailand and ASEAN. Her research interests are media reform, free speech issues and content regulation. Her past published works range from online game, hate speech, online intermediary, echo chamber to OTTs regulation. She is an active contributor to the international journals and conferences of repute. Dr. Ramasoota has received many national awards and international appointments. She was given the Nationally Distinguished Researcher Award from the National Research Council of Thailand in 2017 and was on the board of several international think tanks such as Asian Media Information and Communication Center (AMIC), Privacy International (PI), and Communication Policy Research South (CPRsouth). She was also recipient of the Study of the United States Institute (SUSI) fellowship and the Thai-Canada Rattanakosin scholarship through the Canadian International Development Agency (CIDA). She has had trainings in media law and regulation from Oxford University and London School of Economics and Political Science. She has also received research grants from UNESCO, IDRC (Canada), Social Science Research Council (SSRC) (USA), Google, National Research Council of Thailand (NRCT), and the Thailand Research Fund (TRF).

Previously she worked at CIPG, a think tank based in Jakarta and the World Wide Web’s Open Data Labs Jakarta. Her focus issues are on the dynamics of media, technology, and the society. She has done research projects on open data practices in Indonesia and SEA, mapping the cybersecurity landscape, and the implementation of data protection regulations in Indonesia. She has written and lectured extensively about the Asian economy and financial markets. Prior to joining the ADB, she served as Economist (1999-2002) at the Organisation for Economic Cooperation and Development (OECD), where she contributed to the OECD Economic Outlook. In 2014, he established PS-engage, his own government relations consulting firm. He is also currently the Managing Director of the Asia Internet Coalition (AIC), a leading industry body that promotes smart regulatory reforms for the digital economy. Jeff is also a member of the Tax Feedback Panel at the Inland Revenue Authority of Singapore (IRAS). Jeff has a B.A. in Economics from the University of Western Ontario in Canada, and an MBA in Finance from Rutgers University in the U.S.A. He also attended the Kennedy School of Government at Harvard University where he has completed a diploma program on Innovations in Governance.

Sopheap Chak is the Executive Director of the Cambodian Center for Human Rights (CCHR), a human rights organization working for the promotion and protection of political and civil rights in Cambodia. As one of the country's most prominent human rights advocates, Sopheap's work has been recognized by the former US President Barack Obama. She is a recipient of the Indian-ASEAN Youth Award (Young Women Achiever Category), the Franco-German Prize for Human Rights and the Rule of Law, and a 2019 Women of the Future Award Southeast Southeast Asia Shortlist. She holds a Master’s Degree in International Peace Studies from the International University of Japan. Sopheap is also a human rights blogger (http://sopheapfocus.com/)

He leads global engagement for the Internet Way of Networking project. A former business and technology journalist with the South China Morning Post based in Hong Kong and Beijing, he found interest in technology policy and engagement in Asia-Pacific, having worked in organizations including the Asia-Pacific Economic Cooperation (APEC) and Microsoft. He holds a Master’s in Public Policy at the Lee Kuan Yew School of Public Policy at the National University of Singapore, specializing in economic policy and analysis.

Farlina Said was involved in crafting various dialogues and forums on cybersecurity, radicalisation and Malaysia-Korea relations. Her written work and comments have appeared in the local and international media such as New Straits Times and South China Morning Post. She was a part of SEARCCT's Experts on Violent Extremism and Community Engagement (EVOKE) Council (2018-2019). Farlina Said graduated from S Rajaratnam School of International Studies (RSIS), Nanyang Technological University with a MSc (Strategic Studies). Farlina will present on digital rights and connectivity in ASEAN.

Fitriani research focus includes defence and security in Asia Pacific, women in peace and security, Indonesia politics and foreign policy, as well as non-traditional security. She specialises in women's participation in peacekeeping operation and the international dynamics of cybersecurity. Fitriani obtained her PhD on Defence and Security Management from Cranfield University, UK. Fitri will focus on how cyber norms can be a tool to address growing cyber threat in Southeast Asia and how education on cyber can support the operationalization of cyber norms.

Eugene Tan is an specialising in cyberspace security issues, Singapore's foreign policy, and aviation issues. Eugene holds a Masters of International Studies and a Postgraduate Diploma in Arts (Politics) from the University of Otago, and a Bachelor of Arts from the National University of Singapore. Eugene will discuss the ASEAN influence in shaping global cyber norms and socialize the norms locally.

Head of Cyber Capacity Building - International Cyber Policy Centre, with Australia Strategic Policy Institute (ASPI)'s International Cyber Policy Centre (ICPC), Australia
Bart focuses on international peace and security, international aid and national security aspects of cyber affairs. Bart's also an active member of the Global Forum on Cyber Expertise (GFCE), the global platform for cyber capacity building. Before joining ASPI, Bart headed up the international security and cyber policy training program at the Netherlands' Institute of International Relations 'Clingendael'. Before that, Bart worked with the Dutch Ministries of Foreign Affairs, and Defence and was deployed as a civilian expert to the NATO and EU missions in Afghanistan.

Beltsazar is a researcher at the Department of Politics and Social Change, and Knowledge Manager at CSIS Indonesia. He has worked on EU-funded projects such as CRISEA (competing regional integrations in Southeast Asia) and PRODIGEES (Promoting Research on Digitalisation in Emerging Powers and Europe towards Sustainable Development), as well as SEA-focused project such as ASEAN Cyber Norms Track-Two Diplomacy. He holds an MSc from the University of Edinburgh, Scotland on international relations, focusing on cybersecurity and digital politics, with his MSc dissertation on regional cybersecurity governance in Southeast Asia.
